- What counted in the ranking: agency jobs covered out of four (candidate database and applicant tracking, client CRM, posting to job boards, a temp desk with shifts or timesheets), half a point each, up to 2; evidence that it works, up to 1.5 (1 point for 250 or more reviews on Capterra UK or half a point for 100 to 249, plus half a point for an average of 4.5 or higher); a price in pounds per user on the vendor's own page for the plan a five-recruiter agency would buy, 1; tools for both candidate consent and data retention under UK GDPR named on the vendor's page, 0.5

A recruitment CRM holds the candidates, the clients and the jobs in one place, and for years the hard part of buying one was finding out what it cost. That has changed. On 1 October 2026 five of the seven products below showed a price in pounds on their own pages, and for an agency with five recruiters the yearly bill on the plans we priced runs from £2,400 to £7,200 before VAT.

We scored each product on what its own pages say it does for a small agency, on its rating and review count on Capterra UK, on whether a five-user price can be read without a sales call, and on whether the vendor names tools for candidate consent and data retention under UK GDPR. Three products score 4.5 out of 5 and none scores 5, because no vendor met all four tests.

Overlyft is an AI agency that can set up an AI assistant for recruitment agencies. It is not a recruitment CRM or applicant tracking system and it is not in this list.

## 1. Access Vincere Evo: Best for a temp desk on a monthly contract

Score: 4.5/5

Vincere, now sold by The Access Group as Access Vincere Evo, publishes its price by team size. Two to seven users sit on Core at £95 each a month, so five recruiters pay £5,700 a year, and the contract rolls every 30 days. Core lists temp and contract management with scheduling and timesheets, onboarding with right to work and DBS checks, a business development module and a branded website. Pay and bill and the client portal are on Pro, which is priced by quote for larger teams. The site calls its security "GDPR-ready" and names no consent or retention tool. Capterra UK shows 4.8 from 329 reviews.

- Price: Core plan for 2 to 7 users: 5 users at £95 a month is £475 a month, £5,700 a year, on a 30-day rolling contract. A one-off onboarding fee is not published
- Best for: Agencies running temps and perms together that do not want an annual tie
- Set-up: Self-serve, with go-live in 48 hours by the vendor's account; guided onboarding and data migration are offered for a one-off fee
- Pros: Temp scheduling and timesheets are inside the published Core price; 30-day rolling contract with no annual tie; 4.8 from 329 reviews on Capterra UK
- Cons: The one-off migration and training fee is not published; Pay and bill and the client portal need the Pro plan; No consent or retention tool named on the pages we read

## 2. Recruit CRM: Best for review rating: 4.9 on Capterra UK

Score: 4.5/5

Recruit CRM shows pound prices on its own page: Pro at £75 per user a month and Business at £105, both billed annually, which the page says saves up to 20% against paying monthly. Pro lists CV parsing, deal pipelines, job board posting, a mailbox and calling. Posting one advert to many boards, workflow automation and analytics are priced add-ons below the £165 Enterprise plan. Its product pages describe contractor timesheets and invoicing, though the pricing page does not say which plan carries them. Application forms have a consent opt-in and a record can be deleted on request; no retention schedule is stated. Capterra UK shows 4.9 from 476 reviews.

- Price: Pro plan: 5 users at £75 a month, billed annually, is £4,500 a year. Business is £105 a user, £6,300 a year. We did not read the price for monthly billing
- Best for: Permanent and contract desks that want to start without a sales call
- Set-up: Self-serve with a free start; a demo can be booked
- Pros: A pound price for every plan on the page; 4.9 from 476 reviews on Capterra UK, the highest rating of the seven; Consent opt-in on job application forms
- Cons: Multiposting, automation and analytics cost extra below Enterprise; The plan that includes timesheets is not stated; No automatic retention period stated

## 3. Zoho Recruit: Best for the lowest published price

Score: 4.5/5

Zoho Recruit has a staffing agency edition with four plans, and its published price is the lowest here: Professional costs five recruiters £2,400 a year billed annually and Standard half that. The plan table gives Standard client records, paid job boards and CV parsing of up to 250 a day. Professional raises that to 500 and adds a candidate portal, while the client portal is on Enterprise only, at £60. The staffing page lists timesheet management and assignment tracking for temps. Its compliance page describes a data processing notice with consent marked on the candidate's record, but no retention tool. Capterra UK shows 4.5 from 1,288 reviews, the most of the seven.

- Price: Staffing agency edition, Professional plan: 5 users at £40 a month, billed annually, is £2,400 a year (£48 each if billed monthly, £2,880 a year). Standard is £20 a user, £1,200 a year. VAT is added
- Best for: A new or small agency that wants the basics for the least money
- Set-up: Self-serve; a free plan and a free trial are offered
- Pros: £2,400 a year for five users, £2,100 less than the next published price; 1,288 reviews on Capterra UK, the most of the seven; Monthly or annual billing, both priced on the page
- Cons: Client portal on the Enterprise plan only; CV parsing is capped by the day on Standard and Professional; A consent notice is described but no retention tool

## 4. Recruiterflow: Best for search and permanent desks

Score: 4/5

Recruiterflow's pricing page opens in US dollars, with a currency switch that gives the pound price: £89 per user a month billed annually or £115 billed monthly on the Platform plan. That plan lists the applicant tracking system and CRM, email sequences, recruitment and sales automation, reports and API access. Job board posting, CV parsing and deal pipelines are on its product pages. We found no mention of timesheets or shift bookings, so a temp desk would need another tool. An answer on its site says the product is GDPR compliant without naming a consent or retention feature. The AI plan above it is priced by quote. Capterra UK shows 4.7 from 332 reviews.

- Price: Platform plan: 5 users at £89 a month, billed annually, is £5,340 a year (£115 each if billed monthly, £6,900 a year). The AIRA plan is by quote
- Best for: Permanent and executive search firms that do not run temps
- Set-up: Starts with a demo booking
- Pros: Pound price on the page for monthly and annual billing; Sales pipeline and email sequences in the base plan; 4.7 from 332 reviews on Capterra UK
- Cons: Nothing stated for timesheets or shifts; The plan with the AI features has no published price; No consent or retention tool named

## 5. Bullhorn: Best for an agency that plans to grow into bigger plans

Score: 3.5/5

Bullhorn is the name most buyers know, and its UK pricing page shows two small-agency prices: Starter at £80 per user a month and Core at £120. Starter lists applicant tracking, CV parsing, client management and job posting with a career portal. Core adds the app marketplace, custom fields and LinkedIn integrations. The sales pipeline and the AI features start at Pro, which is by quote. Shift scheduling, time capture and timesheet approval appear only under its Recruitment Cloud plans, also by quote, so the small-agency plans state nothing for a temp desk. Its GDPR statement says customers can access, correct, erase and restrict records. Capterra UK shows 4.0 from 1,023 reviews.

- Price: Starter: 5 users at £80 a month is £4,800 a year. Core: 5 users at £120 a month is £7,200 a year. Pro and Max are by quote, and the page does not state the billing term
- Best for: Agencies that expect to add desks, integrations and AI features later
- Set-up: Free implementation is listed on the small-agency plans; the site says most small agencies are fully working within weeks
- Pros: Two small-agency plans priced in pounds on the UK page; Free implementation listed on those plans; 1,023 reviews on Capterra UK
- Cons: Capterra UK average of 4.0, the lowest of the seven; Sales pipeline and AI features need the quoted Pro plan; Nothing stated for timesheets on Starter or Core

## 6. Firefish: Best for UK temp desks that want shifts and rates in the CRM

Score: 3.5/5

Firefish names three plans on its pricing page: Core for permanent desks, Scale for permanent and contract, and Enterprise, which adds the temporary workflow. None carries a price. A calculator takes the number of recruiters and desks and sends the figure by email. The only number on the page is add-on modules from £150 each, and the multi-poster, candidate portal and time capture are all add-ons. Its temp page describes shift scheduling, post-parity rates to support the Agency Workers Regulations, timesheets and compliance checks before placement. Its trust page covers hosting on Microsoft Azure in Europe; we found no consent or retention tool described. Capterra UK shows 4.6 from 291 reviews.

- Price: Price not published; quote on request. The page gives one figure: add-on modules from £150 per module
- Best for: UK agencies with a temp desk that will sit through a demo to get a price
- Set-up: By demo; implementation, data migration and training are offered at a cost that is not published
- Pros: Temp page covers shifts, post-parity rates and timesheets; Mandatory checks can be enforced before a placement; 4.6 from 291 reviews on Capterra UK
- Cons: No price on the page for any plan; Temporary workflow sits on the top plan; Multi-poster and time capture are add-ons from £150 each

## 7. JobAdder: Best for stated GDPR consent and deletion tools

Score: 3/5

JobAdder is the only one of the seven whose pages name both halves of our GDPR test: an opt-in on job application forms with a link to your data processing policy, and automatic deletion of candidates still pending after a one-month grace period. Its features page lists a recruitment CRM, applicant tracking, an opportunity pipeline and posting to more than 200 job boards. Temporary placements are covered, with timesheets, rostering and payroll handled through partner integrations. It publishes no price: the pricing page describes a quote in three steps that starts with a call. CV parsing was not mentioned on the pages we read. Capterra UK shows 4.4 from 161 reviews.

- Price: Price not published; quote on request after a call with its team
- Best for: Agencies that put candidate data handling first and will take a quote
- Set-up: A quote in three steps, starting with a call
- Pros: Consent opt-in and automatic deletion of pending candidates both stated; Posts to more than 200 job boards; Placements can be held pending until compliance documents are in
- Cons: No price on the page; Timesheets and payroll rely on partner integrations; 161 reviews on Capterra UK, the fewest of the seven

## How we ranked them

We read each vendor's pricing and product pages in a browser on 1 October 2026 and recorded what each says. Every price is for five users for one year. Zoho's page says VAT is added on top; the other pages do not say either way, so check the order form. Where a page did not mention something the table says "Not stated"; that is an absence of a statement, not proof the tool cannot do it.

We ran no trials. The evidence score uses the rating and the number of reviews shown on Capterra UK on the same day and nothing else. Features marked beta, early access or coming soon are not counted, and a feature sold as an add-on is counted but labelled.

Three products a buyer may expect are left out. Loxo's page gives prices in US dollars only, from $149 per user a month billed annually. Itris publishes no price and had one review on Capterra UK. We could not load Eploy's site on the day, so we had nothing to score.

## Questions people ask

**How much does a recruitment CRM cost for a small UK agency?** On the vendors' own pages on 1 October 2026, five users for a year cost £2,400 on Zoho Recruit Professional, £4,500 on Recruit CRM Pro, £4,800 on Bullhorn Starter, £5,340 on Recruiterflow and £5,700 on Access Vincere Evo Core, all before VAT. Bullhorn Core is £7,200. Firefish and JobAdder publish no price. Setup, data migration and add-ons are extra and mostly unpublished.

**Which is the cheapest recruitment CRM for five recruiters?** Zoho Recruit, on the prices we could read. Its staffing agency edition is £40 per user a month on Professional when billed annually, which is £2,400 a year for five, and £20 on Standard, which is £1,200. The next lowest published figure is Recruit CRM Pro at £4,500. Zoho also lists a free plan, which its page describes as one for testing.

**Which recruitment CRMs handle temps and timesheets?** Access Vincere Evo lists temp and contract management with scheduling and timesheets in its £95 Core plan. Firefish puts its temporary workflow on the Enterprise plan, with time capture as an add-on. Zoho Recruit and Recruit CRM both describe timesheets on their product pages. JobAdder does it through partner integrations. Bullhorn's Starter and Core plans and Recruiterflow state nothing for a temp desk.

**Which recruitment CRM has UK GDPR consent and retention tools?** On the pages we read on 1 October 2026 only JobAdder names both: a consent opt-in on application forms and automatic deletion of pending candidates after one month. Recruit CRM and Zoho Recruit describe consent tools but no retention period. Bullhorn says customers can erase and restrict records. Vincere, Recruiterflow and Firefish name neither, which is silence on a web page and not proof of absence, so ask to be shown both in a demo.

**Is Bullhorn too big for a small agency?** Bullhorn's site says over 4,500 of its customers are agencies with fewer than 10 recruiters, and the UK pricing page lists Starter at £80 and Core at £120 per user a month, £4,800 and £7,200 a year for five. The sales pipeline and AI features start at Pro, which is quoted. It scores 3.5 here because the small plans state nothing for temps and its Capterra UK average is 4.0.

**Does a five-person agency need a recruitment CRM?** No rule requires one. The Conduct Regulations ask an agency to keep records of candidates and clients for at least 12 months, and a spreadsheet can do that. What a CRM adds is one searchable record of every candidate, client and job. At the prices published on 1 October 2026 that costs five recruiters between £2,400 and £7,200 a year before VAT, plus setup.
