- Key fact: On 1 October 2026 no law requires a block manager in England to hold a qualification. On 29 September 2026 the government said property agents will need a licence and appropriate qualifications, with no level or date; its July 2025 consultation proposed Level 4 with a 36-month transition. The Property Institute's Level 2, 3 and 4 leasehold courses cost £249, £449 and £549, which is £1,247 for the whole ladder.
- Sources: gov.uk news story "Government goes further to protect leaseholders", 29 September 2026; Strengthening leaseholder protections over charges and services, consultation of 4 July 2025 (paragraphs 318 to 356) and government response of 15 July 2026 (gov.uk); The Property Institute qualification and individual membership pages (tpi.org.uk, prices read in a browser); Property Industry Eye, 30 September 2026; all read 2026-10-01.

No. On 1 October 2026 no law in England requires a block manager to hold any qualification. That is set to change: on 29 September 2026 the government said property agents "will be required to obtain a licence to do the job, as well as appropriate qualifications to operate". It gave no level, no date and no regulator. The only detailed proposal is from July 2025, and it says Level 4.

## What has been said, in date order

| Date | Where | What it says |
|---|---|---|
| 4 July 2025 | Government consultation on leaseholder protections | Proposes that "as standard all managing agents should be qualified to level 4", with Level 3 for roles with less responsibility |
| 26 September 2025 | The consultation closes | |
| 15 July 2026 | Government response | Confirms the service charge measures. On qualifications: "We will provide a separate response on these proposals in due course" |
| 29 September 2026 | Government news story | Independent regulation of property agents, a licence, "appropriate qualifications", and a regulator with the power to take licences away |

The September statement says the government will bring the changes forward "as soon as possible" and "set out more information in due course". Property Industry Eye reported on 30 September 2026 that the Prime Minister had promised a leasehold Bill before Christmas. The government's own page gives no date.

So there is a commitment in principle and a proposal in detail, and neither is law. Our guide to [what is in force under the 2024 Act](https://aeolookup.com/block-management/leasehold-and-freehold-reform-act-2024-what-is-in-force-managing-agents/) covers the measures that do have a timetable.

## What the 2025 proposal contained

These points are from the consultation paper. None has been confirmed.

- **The level.** Level 4 on the Ofqual framework, which the paper calls "equivalent to the 1st year of a bachelor's degree". Level 3, "equivalent to A-Level", for roles that do not carry the complex functions.
- **The functions tied to Level 4.** The paper's list includes agreeing contracts and charges for management services, arranging buildings insurance, compliance with fire and health and safety requirements, and making sure landlords of higher-risk buildings meet their duties under the Building Safety Act 2022. Our [Building Safety Act guide](https://aeolookup.com/block-management/building-safety-act-higher-risk-building-managing-agent-duties/) describes that last job.
- **The regulator of the course.** Qualifications would be Ofqual-regulated or the equivalent elsewhere in the UK.
- **The transition.** 36 months from the date legislation is passed, within which each manager must hold Level 4 or be "working towards" it, and two years where Level 3 is the requirement. "Working towards" was to be defined later.
- **Existing qualifications.** A relevant qualification already held at the required level would count. The paper adds: "we would not expect that experience could be a substitute for a qualification". Part-qualified managers could top up with extra modules.
- **Firms.** The paper asked whether firms should be responsible for making sure their staff hold the required qualifications.

## What the TPI route costs

The Property Institute publishes its fees. We read these in a browser on 1 October 2026.

| Step | Course and exam | What the fee buys | Notes from the page |
|---|---|---|---|
| Level 2 Foundation | £249 | 12 months' access, three exam sittings | No entry requirements; described as equivalent to an NVQ Level 2 award |
| Level 3, leading to ATPI | £449 | 18 months' access, one sitting; exam held four times a year | Accredited by Ofqual at Level 3; for Affiliates who have passed Level 2; resit £110 |
| Level 4, leading to MTPI | £549 | 24 months' access, one sitting; exam held twice a year | Accredited by Ofqual at Level 4; for Associates who have passed Level 3; resit £120 |

An optional exam preparation workshop is £99 at Level 3 and again at Level 4. Enrolment is through a member login. Individual membership for 2026 is £120 a year for an Affiliate, £185 for an Associate and £225 for a Member, with a £99 non-refundable application fee for new applicants. Anyone joining between 1 October and 31 December pays half the yearly rate, which runs to 31 March. The pages do not say whether VAT is added.

We priced one provider because it publishes both an Ofqual-accredited Level 4 in leasehold management and its fees. The consultation said the government wants a range of providers, and others may publish prices we did not read.

## The sums

For one new starter with no qualification:

| Item | Sum | Total |
|---|---|---|
| Course and exam fees, Levels 2 to 4 | £249 + £449 + £549 | £1,247 |
| With both workshops | £1,247 + £99 + £99 | £1,445 |
| Course fees plus joining costs | £1,247 + £99 application + £120 first-year Affiliate | £1,466 |

Subscriptions in later years come on top, at the rate for the grade reached. A manager who already holds Level 3 needs only the last step: £549, or £648 with the workshop.

For the eight-manager firm in our [software prices check](https://aeolookup.com/block-management/block-management-software-prices-published/):

| Starting point | Sum | Course fees |
|---|---|---|
| All eight start at Level 2 | 8 × £1,247 | £9,976 |
| All eight already hold Level 3 | 8 × £549 | £4,392 |

The fees are the smaller cost. Each course is self-study, and the page puts no figure on the hours. The Level 4 exam is two and a half hours and is held twice a year, so a failed sitting means a £120 resit and a wait for the next one.

## What to do now

1. List everyone who manages blocks, with the qualification each holds, its level and the awarding body.
2. Mark who does the functions the consultation tied to Level 4.
3. Put the published fees in next year's budget against those names, and note the exam dates.
4. Read the separate government response on qualifications when it appears, and the Bill when it is published. Until then nothing obliges the firm to act.

The case for starting early rests on two lines of the proposal. A qualification already held would count, and experience alone would not. A manager with fifteen years on the job and no certificate would, on the 2025 wording, be in the same position as a new starter.
